Illinois State Law (Liquor (235 ILCS 5/) Liquor Control Act of 1934) supports State and FBI fingerprint-based background checks for the sale of alcoholic beverages in Illinois. (See resource links below.)
Applications for liquor licensing begin with the village, city or municipality where the sale of alcoholic beverages will take place. Along with the application to the local government agency, state law allows a fingerprint-based background check for approval of a local liquor license.
Some municipalities work with a law firm to handle their liquor license legal compliance. Accurate Biometrics works with local municipalities or their compliance firms. Your local governing office or their compliance firm will provide you with the Fingerprint Authorization Form needed to bring to one of our fingerprinting service locations.
Municipalities or compliance firms interested in setting up an account for applicant fingerprinting with Accurate Biometrics should contact our Account Management Team at 773-685-5832. You will need to contact the Illinois State Police to issue an Originating Requester Identification (ORI) Number if you do not already have one.
An ORI number is required before applicants can be fingerprinted for a background check. Once an account is established, Accurate Biometrics will provide a customized fingerprinting form for your agency that the applicants will need to bring for fingerprinting.

To get fingerprinting for a local liquor license, follow the simple steps below:

Fill Out Form:
- You will receive a Fingerprint Authorization Form from the municipality (or it’s referring agency) in which you are applying for a liquor license.
- Complete the form with your personal information.
- What to bring: Valid, government-issued picture ID (such as Driver’s License, State ID or Passport), approved form of payment.*
- A receipt will be provided after fingerprinting that includes the name, date and Transaction Control Number (TCN). The TCN is used for tracking your transaction. Please retain this receipt that includes your TCN number in case there are any follow up questions regarding your fingerprint submission.
- Your fingerprint based background check response will automatically be sent from the Illinois State Police to the appropriate local liquor control commission.
