FOID Cards and Renewals

Beginning January 1, 2023, the Illinois State Police (ISP) will automatically renew a person’s Firearm Owner’s Identification Card (FOID) for people who have submitted a full set of fingerprints to ISP, specifically for their FOID card or Concealed Carry License.

Individuals who apply for a FOID card may include a full set of their fingerprints transmitted through a live scan fingerprint vendor licensed by the Illinois Department of Financial and Professional Regulation (IDFPR), which will be kept on file for potential automatic renewals.

Individuals who currently have a FOID card but have not submitted a full set of fingerprints to ISP may do so by going to a live scan vendor to be fingerprinted and then update their account with the transaction information at www.ispfsb.com.

To get fingerprinting for FOID Cards or Renewals, follow the simple steps below:

  1. Download the Fingerprint Authorization Form above and complete the form with the required personal information.

  2. Find a convenient Accurate Biometrics fingerprint location and hours of operation by clicking here. No appointments necessary!

  3. Bring a government-issued photo ID (the applicant's valid driver's license number or valid state identification card number) and payment* to an Accurate Biometrics fingerprinting location.

  4. We will capture your fingerprints and transmit them, the same day, to the Illinois State Police. A fingerprint services receipt noting the assigned Transaction Control Number (TCN) will be provided to the applicant at the completion of the fingerprint capture process.

  5. The Illinois State Police will process the fingerprint record and report the results directly to the ISP Firearm Services Bureau.

  6. Be sure to retain the fingerprint receipt you receive from the fingerprint technician. It will contain the Transaction Control Number (TCN). The TCN is required with the original application or for the renewal process, and must be included in the application process in order to qualify for the auto renewal FCCL process..


*A payment of $65.00 is due at the time of fingerprinting. This price includes all ISP and FBI processing fees. Acceptable forms of payment include all major credit cards (Visa, MasterCard, American Express, and Discover) and company checks. No personal checks or cash are accepted.

Concealed Carry Renewal Updates for 2023

FOID and Fingerprinting Update, effective January 1, 2023

430 ILCS 65/4 (a-25) Beginning January 1, 2023 each applicant for the issuance of a Firearm Owner's Identification Card may include a full set of his or her fingerprints in electronic format to the Illinois State Police, unless the applicant has previously provided a full set of his or her fingerprints to the Illinois State Police under this Act or the Firearm Concealed Carry Act.

The fingerprints must be transmitted through a live scan fingerprint vendor licensed by the Department of Financial and Professional Regulation. The fingerprints shall be checked against the fingerprint records now and hereafter filed in the Illinois State Police and Federal Bureau of Investigation criminal history records databases, including all available State and local criminal history record information files. 430 ILCS 65/4(a-25))

Concealed Carry Renewal Updates for 2022

Changes to the Illinois Administrative Rules for Concealed Carry Renewal (20 IL Admin Code § 1231.120) went into effect on December 21, 2021, stating in part:

  • FCCL renewal applicants may submit a full set of fingerprints to the Department in an electronic format using a Live Scan vendor licensed by the Department of Financial and Professional Regulation or a law enforcement agency registered by the Department if the renewal applicant did not do so at the time of the applicant's original FCCL application.

  • FCCL renewal applicants who submitted fingerprints at the time of their original FCCL application need not submit additional sets of fingerprints upon renewal.

  • The Department will grant or deny an FCCL renewal application no later than 90 days after receipt of a completed application, except that the Department is granted by Section 30(b)(8) of the Act 30 days in addition to the 90 days if the applicant has not previously submitted a full set of fingerprints in electronic format.

An Illinois Concealed Carry card holder must renew their card every 5 years, and if they did not submit a set of fingerprints with their original Concealed Carry License (CCL) application, effective December 21, 2021, the updated Administratives Rules indicate submitting a set of fingerprints through Accurate Biometrics (Live Scan Vendor Agency) with their renewal will assist them in expediting their CCL renewal. Importantly – having a set of fingerprints on file will expedite an original CCL application, CCL renewals and FOID card *auto renewals (*expected to take effect in 2023).

Do I need a FOID card to apply for a concealed carry license?

Yes, you need a non-expired FOID Card to apply successfully for an IL Conceal Carry License.


Important Information about the Photo Requirement

There are two photos that are a part of the licensing process.

  • One photo is noted in the application procedures and is a head and shoulder electronic photograph taken within the last 30 day to be submitted by the applicant.

  • There is a second photo that is required to be taken for all types of licensing fingerprints taken within the State of Illinois including nurses, teachers, security guards etc. This photo is the responsibility of the livescan fingerprint vendor to take and it must be taken at the time of fingerprinting. It is a digital image that is saved and attached with the fingerprint images and transmitted to the Illinois State Police Bureau of Identification. This second photo requirement is pursuant to a statute that was passed several years ago and just coincidently becomes effective Jan 1, 2014.
