FINGERPRINTING AND LEVEL 2 BACKGROUND CHECKS FOR ADOPTION AGENCIES

Are You Ready For Fingerprinting?

  1. Obtain a VECHS Qualified Entity number from the company requesting the background check.

  2. Use your Live Scan Request Form as a reference to register online for fingerprinting.

  3. Bring your registration confirmation email (printed or on your phone) along with your current (not expired) driver’s license, government issued identification card, or passport to the fingerprinting Kiosk location of your choosing. (You will choose your location after clicking the GET FINGERPRINTING button below.) Please call us at (866) 361-9944 if you have any questions.

  4. Your fingerprints are captured by the technician at the fingerprinting Kiosk and are sent to the Florida Department of Law Enforcement for processing. Once the results are received from FDLE, the average processing time for clearance is approximately 3-5 business days.

  5. You will receive an email providing you with a Transaction Control Number (TCN) that verifies your live scan submission has been processed. The TCN number can be given to the Company that is requesting the background check as it will help them track results. IMPORTANT: Please save your TCN number for reference.

Before an adoption or a foster care arrangement can take place, all states have statutes or regulations that require a fingerprint-based background check of the prospective adoptive or foster parents. Many of the statutes also require a fingerprint-based background check on any adult residing in the household of the prospective adoptive or foster parents.

Volunteers at agencies that offer "care" or "care placement services," or facilitate a program that offers "care" or "care placement services” in Florida, are required by the Volunteer and Employee Criminal History System (VECHS) to get a fingerprint-based Level 2 background check.

The National Child Protection Act, the Foley Act, and the Volunteers for Children Act, for the purposes of the availability of criminal history information, refer to a similar basic law which was implemented under Section 943.0542 of the 1999 Florida Statutes. The Florida Department of Law Enforcement (FDLE) initiated the VECHS program in 1999, after Section 943.0542 of the Florida Statutes.

Through the VECHS program, FDLE and the FBI provide State and national criminal history record information on applicants, employees, and volunteers to qualified organizations, not to individuals.
