Florida Law Chapter 2023-220 states that Clearinghouse staff will review and determine eligibility for employment submitted via the DOE’s Bureau of Educator Certification, Florida schools and districts, and vendors providing services to schools.
Chapter 2023-220, which amends provisions related to Level 2 background screenings, was amended by the Florida DOE on June 12, 2023, however it recently became effective on March 1, 2025
There are seven new DOE ORI numbers for processing and public and private school owners/operators, school employees, contractors, vendors and volunteers. The ORI number should be provided by the agency requesting the prints. We have a table of standard Florida ORI numbers here.
Background checks that go through the Clearinghouse also require a photo be taken at the time of fingerprinting. Therefore, background checks that go through the Clearinghouse cannot be processed by mail.
